Quote Assurance

Every check returns one of three answers, and the third is the point. Pass means it was checked and it held. Fail means it was checked and it did not. Cannot verify means the evidence needed was missing, so nothing is claimed. That last one is drawn unfilled and dashed rather than in a warning colour, because it is not a milder kind of failure. It is the absence of a check, and an interface that draws those two the same way teaches you they are the same thing.

So it cannot pass by being agreeable. Two of the ten drafts are clean controls that must come back send, which is what stops a checker flagging everything and calling that diligence. One draft has no schedule to compare against and one line with no price source, and the right behaviour there is no scope verdict, no margin and no exposure figure at all. It says what it could not check and what it would need. It does not reach for a market average to fill the hole.

The verdict is arithmetic, not prose. Any missing evidence or any high finding holds it; any medium sends it to review; otherwise it passes. No summary, score or button can promote it. And send means only that these checks passed against these source versions. It is not approval, and nothing is sent.
